So you buy a piece of property but are told you have to wait three years to actually own it. Seems to me like that might hurt sales of said property.

So you go buy some blighted property at a tax sale.  You have to wait three years before doing anything with it because the previous owners can take it back if they pay their delinquent taxes within three years. Amendment 10 seeks to change the three year period to 18 months. Is that going far enough? Is it just me or is the waiting period ridiculous even if it's a day? Wasn't the previous owner given ample time to pay taxes before the property was seized in the first place? Would you buy a piece of property knowing the previous owner could reclaim it? This reminds me of "double secret probation."
