His name is Justin Ray Manuel and the Calcasieu Parish Sheriff's Office says that he's not only a professional panhandler, he's very pushy and a bit intimidating. He prays mostly on the elderly and shoppers at local businesses.

Manuel has been plying his 'trade' for several years now. In fact, authorities say that over the past four years they've received several complaints about Manuel. CPSO is pretty much tired of dealing with the guy, but it's going to take your help to get him off the streets.

There's nothing like going to the grocery store or to the mall to do a bit of shopping and, the next thing you know, there's a guy there looking for a hand-out. Most of the time, it's just a nuisance, but with people like Manuel it can become a kind of scary, intimidating experience.

Authorities say that Manuel even panhandles inside various businesses especially around Sulphur and Lake Charles. According to Sheriff Tony Mancuso:

"This man has been scamming and targeting people in our parish for too long. Now he's the target -- every time he is caught doing this, he will be arrested."

Manuel has been seen driving around in a white four door 2005 Buick Century.
